It's not unfair, it's outright inaccurate. Windows 2000 is NT. It uses the
same 32-bit codebase. Windows 98 uses a 16-bit codebase. It's not just the
security protocols and filesystem, it is NT. A more advanced version at
that, which includes enhancements that allow for NT releases to utilize
things like DirectX, which were hotly debated before because DirectX
bypasses the operating system for hardware access. This can be seen as a
security flaw.
If it had not been called Windows 2000, it would've been called Windows NT
5. In fact, that is what it is, but it has a bunch of trailing numbers
because of minor releases, bug fixes, etc.
