I think that's a bit unfair. Win2k is more WinNT with a Win98 style user
interface. It's not really built around DOS in the same way as Win9x or
WinME, and is frighteningly stable in my experience.
I've also found that it's usually software from manufacturers other than MS
that says it requires a reboot, and in most instances this is not the case
at all.
