I'll assume USB.  WinXP has an awfully huge driver list, and has drastically
improved its USB hotplug driver setup.  With WinME, I've only had one USB
device not autodetect, and that was a video import device whose own install
program doesn't work.  Also, keep in mind that Win2k is basically Win98 with
NT style security and file system.
