I've used PayPal quite a bit and they've never lost any of my money or
charged any unexplained fees. There isn't a single bank I've used that I
can say as much for. I've never even ran into a situation where I tried to
use my card but 'the computers are down' which is a common hassle with all
the banks I've used. Maybe if you have a lot of money and can afford banks
that lose deposits, bounce checks you never wrote, put your money on hold,
etc then a bank is safer for you. As I said, transfer what you need into a
PayPal account and use it. I didn't suggest putting your life savings in.
