That's just it. They are not allowed into the public education system. What is being said is that people are sick and tired of the public school systems giving them a substandard education for more money. Unfortunately, First come First serve is a fact of life. Just because a school accepts vouchers doesn't mean it has to accept all vouchers. There are hard physical limits. If they let every student in, they won't be up to fire code any more. :-)
If it were a toss up between having to take every voucher, and taking none, I'm sure they would opt not to take them. The government can't force them to take vouchers.

If they're let into the public education system by accepting vouchers, how
can they turn people away?  Unfortunately, the only people who believe in
'first come first serve' are those who implement the system, and those who
-are- first.
