Helias doesn't have to take in every student that wants to go there. They have a maximum enrolment. They will have to grow if they want to take more students, but I doubt that they won't want to grow some. JCHS will have to improve to get more funding, instead of whining about how they need to raise taxes. Or, they might just not rise to the occasion and become worse than it is already. End up being the trash school for all the students who's parents don't care, and Helias would end up with a waiting list. But, if Helias can't take much more than it already does, then there will be little to no difference than there is today. The main difference is the poor parents with the difficult students will be able to take their problem children to a place that will be able to give them more discipline. If most all the parents care, JCHS might actually improve, because the problem children will be getting taken care of properly. There are so many variables, I don't think any one could say for sure how it will end up, but any thing is better than the way it is now for the poor parents who give a darn and can't afford it.

Interesting topic, thought I'd inquire opinions on it.
Schools in Milwaukee have started using vouchers that let parents pick which
school their kid gets "public education" at. The new twist is parochial
schools being included. Aside from the "separation of church and state"
issue, there is the issue of flooding out the good schools. In Jefferson
City, for example, there are two high schools, JCHS, and Helias (catholic
school). Helias costs $3000 + books + misc. JCHS is free + misc. Helias
has a highly respected education program, has a staff well trained to keep
their students in line, and tends to turn out a lot better statistics. I
left JCHS not even knowing that ! wasn't a typo on a math test. (I did
study on the side and found out what I was missing before I entered
college.)
Imagining that this voucher system was implemented in JC, and considering
over 2000 students attend JCHS, and about 1/3 as many attend Helias, and
both are above fire code for their buildings. How screwed are both going to
become?
