Foundation series specifically says that "for some reason, no one has ever
tried to colonize outside the galaxy, but some day we will have to consider
it." (paraphrasing, of course, I don't have the book with me)
The post-Asimov Foundation (other authors have been allowed to add to the
series) might have it though. The whole Asimov series though, was set in
the Milky Way.
