By 'instantly' I mean without perceptable delay. As far as the network is
concerned there would be no delay added to the communication between the
two endpoints of this system except possibly a limit as far as it's
computing power could reconfigure the particles. The limit would not be
caused by the actual data transfer.

For more details you'll have to ask someone working on it. I'm just going
by the different things I've read about it.
