Only if you consider government funding as such.

Given current technology, we're probably talking about something the size of
an electron microscope for the first models.
Also, what happens if earth gets trashed by its sun?  You'd have to rebuild
the entire network without communications.  I'd rather see the hub in
interstellar or even intergalactic space.
