If they did not mail you notification of the two week hold 24 hours after
you deposited it, then they are responsible.  If a notification was given to
you in any way, they are free and clear, even if it didn't arrive till after
the insufficient funds charge notices.  Even so, don't call and raise hell,
go in person, wearing a suit, and talk to the bank manager politely, but
insist that their action of holding the check without notifying you in time
resulted in $200 in fees, and that you cannot afford to cover their costly
mistake.  If possible though, find another bank to consider before talking
to him, but don't use it as a threat, you're account isn't big enough to
make that threat sting.
