You can use free software for this. Info-ZIP(aka 'zip') and gzip and tar are 
all available for windows. (They are installed on MLUG as well). These are 
command-line tools, but you only have to learn the switches once. 

You can probably find a pretty front-end for them if you poke around Freshmeat 
a little bit.
