Not sure, but its that way with a lot of web servers. We're having trouble
at DED with that now. Our server isn't supposed to give out cookies, but it
does, and we can't figure out how to stop it. I was blaming it on IIS, but
some Apache sites I go to have started doing the same. Virus/worm perhaps?
