[MLUG - DISCUSSION] problem with icons on Windows ME

Here's a problem my dad is having with his Win ME machine:

All of my icons come up fine when I boot up....for about 1/2 second!!!
Then all of their colors and identifying characteristics disappear, and
I'm left with pretty much of a white square icon with what appears to be a
4-piece colored jig-saw puzzle attached to the left side.  (Fortunately
they still have print IDs at the bottom.)  So?  Ever run into this one
before?

So, any clues?  I've had similar problems with desktop icons under Win NT,
but they would be fine at boot until some point, usually days later, when
a program crashed and caused something to go wrong.  Hmmm... maybe it has
something to do with a program in his Startup.  Think so?
