Obviously there are times when it wouldn't make sense but really do you
need to have vehicles that scrap the ground and other's that are on
monster truck wheels? Unless you have a damn good reason to put a vehicle
at a non-standard height then you shouldn't do it and should put the
bumper at the optimal level for safety. Wanting your vehicle to look cool
doesn't count as a good reason to risk saftey.

As I said it'd only make sense for new cars and I think would be better as
a standard than a law.
