Yup, that's the problem. But note that even a within-class heigh
restriction would be semi-defeated by the jack-it-up or drop-it-down
people we all know about... Trying to make those actions illegal is
going to be very tough (you'd have more luck with insurance
surcharges, though). But this is the SUV problem once again: a
large pickup truck used for its intended purpose holds one or two
people and spends most of its natural life doing work-related stuff.
An SUV can seat 5-7 people and spends a lot more time on the road
(and not the off-road). We somehow pretend that the two uses should
be subject to the same safety regulations, and that the
passenger-hauling SUV should be exempt from the regulations
governing the passenger-hauling car. This seems incredibly silly
to me.
