They forced Semi trucks to have the low bumper in the back to prevent
decapitation, why can't we do the same to SUV's and the like? Aerodynamics
aren't a problem, they're not speed demons, Looks aren't a problem, they're
ugly anyway (sorry), and its something that can be incorporated without
signifigant change to their design. Unlike small cars, which would need a
bumper up high enough to block the drivers vision to match the SUV's. You'd
have to put a fix or kill date on all older cars to match the standard,
probably as much as 15 years, given the widespread nature of modern auto's
and their bumpers.
