What you say might well be true (I'd have no idea), but the fact is that I
think HP and Intel started work on IA-64 in, what, 1994? If AMD is
anywhere close to prototyping, they would be moving faster than Intel.
If I had to guess, I'd say that Intel had no idea that they could milk
existing x86 products for as long as they have, but given that they could,
they had no massive incentive to speed up/refine their RISC projects once
they had fallen significantly behind.
