I have a kegerator that I purchased a kit for online for about 200 or so.
The fridge cost me 70 at a local auction.  The kegerator kit came with a
tap for a beer keg and a 5 pound CO2 tank which I believe is the smallest
tank size that is "standard".  It cost 9 dollars to fill up at the fire
extinguisher place on vandiver.  The kegerator is great for small parties
to dispense beer in the coolest possible fashion, but I really use it for
my own homemade beer to force carbonate it in those five gallon soda kegs 
that you see everywhere.

Anyway, the point I'm getting to is that you can make a unit that will do
your dispensing and carbonating and would fit in a fridge very nicely.
While a keg kit might be a little excessive, you could probably order just
the pieces you needed from:

under the kegging section.

Oh yeah, you need the fridge because liquids hold more CO2 at colder
temperatures.  But I guess you could try it without, it would just take
longer and higher pressures to carbonate.

That website also has ingredients for homemade rootbeer.  True it's not
quite Mountain Dew, but there is a large satisfaction with sitting around
watching your friends enjoy a beverage that you made yourself.
