For "brand" names like Coca Cola, I know you used to have to buy directly
from a distributor, and, once upon a time, you had to sign one of those
"under penalty of death I will not water-down or reverse-engineer this
incredibly sweet and sticky fluid you have just given me; I also agree not
to use Mountain Dew syrup in an IV preparation" forms. Also note that the
smallest amount they'll sell you can make hundreds or thousands of soft
drinks, so it won't be exactly cheap up front.

Possibly so that they can claim control over your use of the stuff?  (The
site was too slow for me to check the FAQ.)
