It really was a turtle and not a box tortoise?  If it was a box tortoise,
I actually see them moving a *lot* in the fall and spring.  I think they
must actually do a sort of short migration (possibly just up and down
hills, I don't know) just before and just after hibernation.  Every year I
have to pick some of them up and move them to the other side of the fence
in my yard so that they can continue on their way.

If it was a box tortoise, it probably didn't appreciate being thrown in
the water.  If it wasn't a box tortoise, then I have no idea what it was
doing wandering around campus.
