But if the the trafic in front of you is not moving, don't go. You just end
up blocking people going the other way.

Yeah, but how about the people that take a complete green light cycle to get
through the intersection even though they are the first in line? Lots of the
red light running has come from the city planners reducing the time for
green lights at a lot of intersections. The ones that always amaze me are
the one at the north side of the mall and stadium, and the 70-63 interchange
and the outer road. Why do people have to feel like the person ahead of them
has to be completely through the intersection before they enter it? :-)
Lets put this in computer terms. You have bits in the queue. What do you do,
use ATM where a few bits go through the wire from each source at a time. Or,
do you use Frame switching where you get all the bits on the wire before
letting the next group of bits from another source on the wire.
They need variable timing on these things, where they can lengthen out the
lights timing during busy periods. Right now they time the things as short
as possible, and people keep getting caught in the red light because of the
slow pokes in front of them, or end up getting caught at the intersection
for multiple cycles. I personally don't mind waiting, as long as I don't
have to wait again and again at the same light.

I go thru the Clark lane, 63, and I-70 intersection mess everyday and it
just amazes me that I have to sit at a green light and wait for all these
people to stop going.

I go through an intersection with a red light camera on the way to work
every morning. It's one of 3 the county owns, and it's well advertised.
The result?
People rarely run the light in that direction, but they go through it
faster (to avoid being "caught" in red?), and it has no effect on people
going the other way across the intersection (photo only catches people
eastbound on the main road).... Doesn't seem worth it to me, though I'm
all for anything that makes people stop at red lights.
