I got that too today... This came in campus mail,

MU telephone users will experience a "fast busy"
when dialing long-distance and toll-free numbers
that travel on the AT&T network because of a City of
Columbia construction accident on College Avenue at
Walnut Street. All AT&T customers throughout the
city are affected by this disruption.
There is no estimate on repair time. IAT Services is
working with AT&T and Verizon to determine the
length of the outage.
