Or even if it's just some kid, but s/he *keeps on trying* and won't let up.
Regardless of the way the law is written, anybody who goes after somebody
just for a port scan (assuming no incidental damage) is not only paranoid,
s/he is also a jerk (IMHO).
Too bad lawyers will still take their money. :-\
