You might want to try the SSH windows clients mentioned here:

I just downloaded them from the first US mirror listed and they seem to be what
you're looking for -- file transfer lets you just drag files from Explorer to
the server, etc.  These are from the commercial SSH people, but I imagine what
you're doing qualifies for the noncommerical license.

It doesn't seem to work with mlug.missouri.edu which is running OpenSSH 1 of
some description, but it does work with my SSH 2.4 machines.
