vbs = Visual Basic script
Of course it's on by default. Disable the Visual Basic interpreter on your
machine. There are several files in C:\windows -- Wscript.exe comes to mind --
get rid of them. Also try uninstalling it through Control Panel.
Beware -- it may break a couple of other things since MS products rely on VB so
much for all their macro language needs.
But don't take my word for it -- I don't use Outlook. :)
